***New Laws have changed as of September 1, 2013 & will January 1, 2014***
***New Laws are also coming effective September 1, 2015 & January 1, 2016***
Use this link in blue https://txapps.texas.gov/txapp/txdps/ltc/ to do your CHL/LTC application with TX DPS
You will have to choose New User or Returning User. (See below)
1. If you are a 1st time applicant or your license has expired (over 1 year). (Choose New User)
***New Laws affecting 1st time applicants effective September 1, 2013**
You are required to take the 4-6 hour course. Also must take a proficiency shooting course and a written 25 question test. You must pass both tests (which are not included in the required 4-6 hour course).
No Social Security # required, also there is no longer an SA or NSA on License (can take course with revolver or semiautomatic weapon).
For Renewals (Returning User): If you are Renewing your current license. (There is no requirement for taking a course or shooting and I was advised on (09/26/2013) by DPS Regulatory Services Division (CHL/LTC) that you still have up to 1 year to renew your license from the date of expiration)
Section 411.185, Government Code (HB48) Effective Sept. 1, 2013
(This would be a good time to update/modify your information i.e.: address, name)
****Your CHL/LTC License will expire and there is no class required for Renewals. ****
DPS will use your photo and fingerprints that are on file, unless there is a problem with them.
If there is a problem, DPS will notify you to submit what is needed.
NOTE: DPS will give you a limited amount of time to send in what is needed.
2. Follow the directions to complete your application. (1st time or renewal of license that has expired for over 1 year)
(Choose New User)
For 1st timers: (Choose New User)
During the application process you will have to list 5 years worth of addresses of where
you have lived or it will not let you precede – so list 5 years worth – Also you will need 5 years
of where you have worked. There will be a place to put in dates for address history and your
work history. (If needed you can stop & save your application process, so you can get any information needed).
Also if you have ever been arrested for Disorderly Conduct Penal Code 42.01 (Class C (not a traffic offenses), B or A misdemeanor) or a Class B or A misdemeanor there has to be 5 years between the date the judge
sentenced you (date of disposition) and the date of application.
For a Felony there has to be 10 years unless you were convicted of a Title 5 or Chapter 29 offense
(Crimes against persons) or if you were sentenced to prison, that is a final conviction and you would not be eligible
unless it is expunged or you were pardoned.
If it has been more than 5 years for a misdemeanor and more than 10 years for a felony, you will need to go to or contact the County clerk or District clerk in the county of the offense and get a final disposition form from them (usually it is a form that is printed out and has to be certified by a seal or stamp and signature which shows it is a true and correct copy and is signed by the clerk of that office).
You must send in that certified final disposition form to DPS as a part of your supporting documents (for a misdemeanor or felony).
******Make sure that you click the button (print receipt) which will printout the CHL/LTC Checklist
and your receipt at the end of the application (just after you make your payment).
Also after you print your receipt scroll down the page and click the button to make an appointment for your fingerprints.
You will need the checklist and your receipt of payment , along with your receipt of your fingerprints to send to TX DPS and any supporting documents.*****
** At the end of the application and you have printed out your checklist look for a link for fingerprints to SAFRAN MorphoTrust USA http://www.l1enrollment.com/state/?st=tx or use this link.
This is where you will make your appointment to get fingerprinted electronically.
Or you can call (888) 467-2080 to register by phone. You will have to choose the closest location to your area.
There is now an office open in Lake Jackson (Gadget Guy).
I believe the cost is $9.95. (They may tell you that they will also take your photo and send it to DPS;
however they cannot at this time due software issues, it maybe for their records).
You no longer need to get 2 color passport photos (@ Walgreen’s or CVS) unless you are a non-resident of Texas. DPS will now use the photo from your TX Driver’s License or TX Identification Card.(They ask for an audit # for your Driver's License or TX ID it is the DD# that is either under or along side your photo)
If you are a non-resident of this state, you will need to get 2 passport photos from Walgreen's or CVS and you have to print out a form CHL-6 from the DPS website (search CHL-6 @ www.texas.gov).
I do prefer, but it's not required that you to have these items prior to taking of the class, so that all you will need is
the LTC-100 that I will give at the end of class, provided you pass both the written exam and the firearms
proficiency course.
Also to electronically send by secured email your documents to TX DPS RDS (Regulatory Services Division): go to Items to send to TX DPS (tab on navigation bar)
Any other questions please see FAQ's section.
